会议背景：国际华人地理信息科学协会（简称CPGIS），是由中国海内外GIS相关学者于1992年在美国纽约州立大学布法罗分校发起成立的国际学术团体，旨在加强我国海内外从事地理信息系统与科学学者之间的交流与合作，促进地理信息科学的发展。目前拥有会员数百人，会员主要分布在北美洲、东亚、欧洲及澳大利亚等地。2016年经长沙理工大学邀请，CPGIS组织12位专家前来湖南回国讲学，从地理信息科学的角度探讨GIS/RS/GPS技术在水利、交通及其它方面的应用，为湖南学者提供一个分享经验、表达关注、碰撞思想和学术交流的平台。
